ABOUT THE SPEAKERS:
 
GammillPaul Gammill is the new head of the US Department of Education’s Family Policy Compliance Office. Mr. Gammill has an extensive career in education, starting as a high school chemistry and biology teacher and eventually managing research and accountability for several large school districts such as Baltimore City and Prince George’s County Public Schools. Mr. Gammill has international educational experience and has managed several research efforts in Jamaica and Qatar. In addition he has managed research on Department of Defense training effectiveness. Mr. Gammill has been involved in educational reform efforts such as the College Board’s Equity 2000 Program and developed one of the first educational data warehouse and longitudinal student data systems to support enhanced research and accountability.
 
RamirezClifford A. Ramirez has worked in higher education for nearly 20 years. For 14 years, he was Assistant Registrar at UCLA. Then he served as Interim Registrar and Interim Director of Admissions & Financial Aid at Antioch University Los Angeles. Currently, he is Registrar at Claremont Graduate University in California. He is the founder of Cliff Ramirez & Associates, a higher education consulting company specializing in FERPA, student services, leadership development, and records management. Cliff is the creator of the Managing the Privacy of Student Records workshop, and the author of several books on FERPA. He presents regularly at conferences and other professional development events and is active in numerous professional organizations and associations. Cliff’s newest book, FERPA Clear and Simple, will be published by Jossey-Bass in Fall 2009.
 
RainsbergerRichard Rainsberger is a nationally recognized authority on FERPA who has trained 53 college and university campus communities in the privacy law. He was a registrar for more than 35 years at a number of institutions, including Franklin University, Governors State University and Carnegie Mellon. He is known nationally as “The FERPA Doctor” and writes “The FERPA Doc” column each month for The Successful Registrar, a national newsletter published by Jossey-Bass. Dr. Rainsberger has authored several books on FERPA, plus the widely acclaimed FERPA Guides of 1995, 1998 and 2001 for the American Association of Collegiate Registrars and Admissions Officers (AACRAO). He has also presented a number of audioconferences on the topic of FERPA to national audiences. He was the president of the Middle States Association of Collegiate Registrars and Officers of Admission (MSACROA) and conducted FERPA training workshops at the annual AACRAO conferences for 13 years. He has made numerous presentations to other professional associations, including the American Council on Education, National Association of College and University Attorneys, the Association of College Honor Societies, and for state governmental representatives of Kentucky and Illinois.
 
LoweryDr. John Wesley Lowery is an associate professor in the Student Affairs in Higher Education Department at Indiana University of Pennsylvania. He previously served on the faculty at Oklahoma State University, coordinating the college student affairs program and higher education programs, and at the University of South Carolina, where he taught in and coordinated the Higher Education and Student Affairs (HESA) Program. He earned his doctorate at Bowling Green State University in Higher Education Administration. Dr. Lowery is a frequent speaker and author on topics related to student affairs and higher education, particularly legislative issues and student judicial affairs. He has made FERPA a particular area of study. In recent years, he has presented at numerous national and regional conferences including, the American College Personnel Association, the Association for Student Judicial Affairs, Donald D. Gehring Campus Judicial Affairs Training Institute, the National Association of Student Personnel Administrators, the Stetson University Law and Higher Education Conference, and the University of Vermont’s Legal Issues in Higher Education Conference.
 
LundquistAnne Lundquist is the Dean of Students at Wells College, the fourth institution where she has served as dean of students. She is an experienced college administrator with recognized expertise in student affairs. Lundquist has earned a national reputation in her field and has presented at many higher education conferences, including NASPA and the New York State Disabilities Conference, on risk management and legal liability issues involving students. She has published a number of articles and is the co-author of The Student Affairs Handbook: Translating Legal Principles into Effective Policies (LRP Publications, March 2007). She serves on the Board of Advisors for Student Affairs Today and recently completed the HERS Institute at Wellesley for Women in Higher Educaiton. She has served as a student affairs external reviewer for many colleges, including Grinnell College, Albion College, Berry College and Mills College. She received her Bachelor of Arts degree in religious studies from Albion College and her Master of Fine Arts from Western Michigan University.
 
HealySteven J. Healy has been the Director of Public Safety at Princeton University since January 2003 and is a past president of the International Association of Campus Law Enforcement Administrators (IACLEA) (www.iaclea.org). As the director of Public Safety at Princeton University, he is responsible for leading the university’s safety, security, and law enforcement programs. Chief Healy participates in numerous university-wide committees with oversight for campus safety initiatives, including the institution’s Emergency Preparedness Task Force. Before Princeton, Steven was the Chief of Police at Wellesley College in Wellesley, MA. He also served as Director of Operations at the Department of Public Safety at Syracuse University. During his tenure at Wellesley College, Chief Healy was the IACLEA North Atlantic Regional Director and President of the Massachusetts Association of Campus Law Enforcement Administrators.
